The Carnival Planning & Management Agency is a subsidiary of Saint Lucia’s Cultural Development Foundation. Helmed by Chairman Lyndon Arnold and Deputy Chairman Vaughn Charles, alongside Director of Carnival Gilbert “Teddy” Francis, the CPMA serves as the governing body of Lucian Carnival.

|Lyndon Arnold – Chairman
Lyndon Arnold is an IT professional who is currently employed as the Senior Manager Information Management and Technology Services for the East Caribbean Financial Holding Company Limited, a leading financial institution in Saint Lucia and the OECS.Lyndon is no stranger to local culture as he is a veteran of the Carnival business. His financial acumen and intimate knowledge of the carnival industry in Saint Lucia were invaluable assets to most recently the Red Unlimited Carnival Band in which he served as Finance Director and before that the XS Energy and Royalites Carnival bands in various roles.His involvement in Carnival dates back to his early years having participated in the individual category of the Junior Carnival, the Euralis Bouty band with his relatives and the Anglican Infant and Primary School bands. This love for carnival in Lyndon is quite understandable as his mother who grew up in Trinidad was an ardent lover of carnival in both costume production and revelry.
|Vaughn Charles – Deputy Chairman
Vaughn A Charles is a Fisheries Management Specialist by Profession. An ardent cultural enthusiast with a long association with the Arts and Culture going back to the 1970’s. His contributions have included tenure with various organizations in particular as Assistant Organizer Diamond Steel Carnival Band (1970s); Founder, Leader and Co-Designer of Cozy Guzzler Carnival Band (1994); Former Tent Manager and Member of the Soca Village Calypso Tent; Member of The St. Lucia Calypso Association 2009; Co-ordination of Codex (1996-2000) and was instrumental in pioneering change of carnival from February to July.His seat on the CDF Board provides able representation to various carnival bands groupings.
|Daune Charlery-John – Special Events ConsultantDaune Charlery-John is a Tourism and Special Events Consultant with over ten years’ experience within the tourism industry, having secured managerial positions in the destination management and hotel sectors in her early career. She held the position of Tourism Manager on the Local Organizing Committee for Saint Lucia’s hosting the ICC Cricket World Cup 2007 and in 2009 led project teams for Saint Lucia’s successful hosting of the Caribbean Hotel & Tourism Association (CHTA) Marketplace and the Florida-Caribbean Cruise Association (FCCA) Cruise Conference. She has worked as a special events consultant to the Saint Lucia Tourist Board (SLTB) and in 2012 was one of two consultants engaged by the SLTB for the Saint Lucia Jazz Festival redesign. She has also served on the Special Events and Artistic Direction & Line-up Committees of the Saint Lucia Tourist Board. In January 2014 she was invited to serve on the recently established Carnival Planning and Management Agency of the Cultural Development Foundation, having also served on the 2011 Carnival Stakeholders Committee. Ms. Charlery-John has worked in the USA, Tobago and extensively in Saint Lucia and holds a Bachelor’s degree in Business Administration, a Master’s degree in Tourism Administration from the George Washington University and the internationally recognized Certified Special Events Professional (CSEP) designation.|
|Celeste Charlemagne – Administrative ManagerCeleste Charlemagne is a retired Banker with over 25 years in the Banking Industry. Prior to joining the Bank, she held the position of Accounts Clerk at one of the local Business Houses. During her tenure with the Bank and in addition to many others, she held positions such as Officer in Charge responsible for managing one of the Bank’s Agencies, Junior and later Senior Treasury Officer, Data Capture Supervisor, Business Administration Officer to name a few. Upon retiring from Banking, she went on to join the West Indies Cricket Board. She also provided service to the 2007 ICC Cricket World Cup in the Accreditation Department. Celeste holds a Diploma in Human Resource Management accredited by the UWI, Certificates in Information Technology and Certificate in Event Planning accredited by Cambridge University, London.|
Rolyn Glenn Louis – Logistics & Production, Security
Rolyn Glenn Louis brings a wealth of knowledge and experience to the Carnival Planning & Management Agency (CPMA) with a rich background in Construction Management, Engineering and Project Management. Mr Louis graduated from the University of Technology (UTech), Jamaica in 2007 with a Bachelor of Engineering in Construction Engineering. During his tenure, he served as the Public Relations Officer for the St. Lucia Students Association from 2005-2007. He also assisted in coordinating events for UTech International Students Association (UTISA) where he was awarded a plaque for most outstanding committee member. Mr Louis is currently pursuing a Master of Science in Management from Kaplan University which he intends to complete in July, 2014.Glenn is currently the Assistant Managing Director of Jamecob’s Quality Construction St. Lucia. Apart from his extensive work domestically, he also contributes to regional projects in Grenada, St. Kitts and Jamaica. Mr Louis has a deep passion for his career and also looks forward to immensely contributing to the overall success of Carnival in St. Lucia.
|Imran Emmanuel – Creative Industries OfficerImran Emmanuel has been an event planner and entrepreneur in the entertainment sector in Saint Lucia for over five years. His upbeat attitude and attention to detail and ability to organize all aspects of a function has resulted in a number of successful events.Imran a has a passion for entertainment events and service, which he realized from his experience as one of the founders of Signature Events promotions company in 2005, working with high profile professionals and athletes in Saint Lucia to execute a number of successful events. In June, 2007 Imran then went on to become the Programme Manager for the St. Lucia Chamber of Commerce where he was a member of the planning committee for Jazz on the Square and the Opening of Saint Lucia Jazz. Whiles at the Chamber Imran also executed logistics for the Commercial Football league, speaking engagements and public relations events including those such as The Chamber Business Awards, and others within the national spotlight. In January, 2010 was employed at the Ministry of Tourism and Civil Aviation where he was assigned the duties of coordinating logistics for project workshops, training programmes, tourism related competitions and tourism events such as Tourism Week.Presently Imran is employed as the Ministry of Tourism, Heritage and Creative Industries as the Creative Industries Officer assigned to guide the creative potential of Saint Lucia toward economic benefits generated from its cultural, artistic, innovative and traditional expressions.Imran Emmanuel has a Bachelor of Arts in Entrepreneurial Studies from the Barney School of Business of the University of Hartford. Imran is a natural in the event industry. His warm and enthusiastic personality, along with flawless precision and attention to detail, has helped contribute to his success and client satisfaction. His vision and passion for the mission that perfection is truly in the details have set a high mark in the CPMA’s commitment to excellence.|
